The hour pillar depends on solar time, which depends on where you were born. Two cities on the same clock can differ by over an hour: Singapore and Chengdu are both on UTC+8. Each chart is corrected to true solar time for the birthplace, with its historical time zone.
Use the closest estimate you have, or tick “Birth time unknown” and 12:00 is used. The year, month and day pillars do not depend on the hour. Within the same two-hour block the chart is the same.
